Procurement Information Circular 05-01
ELECTRONIC AND INFORMATION TECHNOLOGY ACCESSIBILITY

PURPOSE: To provide updated guidance on implementation of Section 508 of the Rehabilitation Act of 1973; specifically, to reflect the expiration of the micropurchase exemption on April 1, 2005.
BACKGROUND:
- Procurement Information Circular (PIC) 01-13 provided guidance on the implementation of Federal Acquisition Circular (FAC) 97-27, Electronic and Information Technology (EIT) Accessibility. The provisions of this FAC were subsequently implemented under FAR Part 39.2, Electronic & Information Technology.
- An interim FAR rule, published in the Federal Register on October 5, 2004, extended the Section 508 micropurchase exemption from October 1, 2004 to April 1, 2005.
GUIDANCE:
- Enclosures 1, 2, and 3 from PIC 01-13 have been modified and are carried forward and included in this PIC.
- Center requirements offices must continue to complete market research documentation on all purchases of EIT. Beginning April 1, 2005, this requirement extends to include micropurchases made under FAR Subpart 13.2. Use the market research template provided at Enclosure 2. This template is in addition to any other market research documentation that the center may routinely use.
- When using the purchase card (P-Card) system, documentation may be entered within the system or maintained within supporting files.
EFFECTIVE DATE: This PIC is effective as dated and shall remain in effect until cancelled or superseded.
CANCELLATION: PIC 01-13 is hereby cancelled.
